Hydrogen Calls for Legal Certainty in Europe

The polemic 13 Ammendment to the EU Law changed the rules to classify hydrogen. Green hydrogen is obtained from additional renewable energy sources but the European Parliament voted to overrule this approach.

Jorgo Chatzimarkakis, CEO of Hydrogen Europe and former MEP from 2004 to 2014 gave an interview to euractiv.de and he defended the need for legal certainty to increase the production and use of hydrogen. As by him, the Commission should present a revised delegated Act. Time is running fast and the Commission should adapt to the current scenario.

The American Law to lower inflation changes the scene and their renewable hydrogen is going to be much more competitive than the one produced in Europe. By now, Germany is still focussed on her gas and Russia, and France is for using nuclear power and is against the importation of hydrogen. In fact, it has proved its opposition to the construction of the MidCat, the gas duct from Spain to Germany.

According to Jorgo Chatzimarkakis, the technology required to use hydrogen is still not available at a large scale and it would be necessary to use blue hydrogen (produced from ammonia) which is not competitive right now; however it will prevent the supply chain to stop. The filling station network will be ready to be used by trucks first and then, once the filling stations are available both manufacturers and private clients will start using hydrogen cars.

Ursula Von der Leyen announced the creation of a new hydrogen bank although no more details have been disclosed. Again, Jorgo Chatzimarkakis view is that some 20.000 million euros are going to be necessary to buy 10 million tons of hydrogen, which is the goal of the EU by 2030. The bank will buy the 10 million tons and will sell them at a lower price. The bank will subsidy the difference with the 3.000 million euros it will have. New clear and easy laws are indispensable because the future is already here and hydrogen is the fuel to power it.
